Fred Hagigi is the Director of the Executive Education Programs in Healthcare Management & Policy,
Director of the Executive Master of Public Health (EMPH) Program, and Professor of Health Services.
He serves as Chair of the Executive Committee for UCLA Healthcare Collaborative (HCC), an outreach
activity of UCLA Schools of Public Health, School of Medicine, and Anderson School of Management.
Dr. Hagigi teaches Healthcare Financial Accounting, Financial Management, Applied Field Project
(consulting), Healthcare Marketing, and Process Improvement. He taught courses in Operations
Management, Engineering Economics, and Consulting while at the University of Utah’s School of
Business, and the Engineering School.
His academic awards and recognitions include the 2009 UCLA Public Health Student Association
(PHSA) recognition for Excellence in Teaching, 2007 UCLA campus-wide Senate’s Distinguished
Teaching Award, 2006 Executive MPH Inspirational Professor Award, and 2005 PHSA school-wide
Distinguished Teaching Award. In 2009 he was recognized by the Medical Tourism Association for his
educational contribution to the field of medical travel and global health.
He received B.S. degrees in Industrial Engineering/Management, and Finance from the University of
Utah, and his MBA in International Finance from Texas A&M. He completed his MPH and DrPH at UCLA
in Healthcare Management & Policy with a Marketing Strategy cognate at UCLA Anderson School of
Management. His certification trainings include Professionals in Taxation (UCLA), Project Management
(CALTECH), Global Health (UCLA), and Higher Education Management (Harvard). He is a senior
associate of the Institute of Industrial Engineers, and a Certified Management Consultant. Dr. Hagigi is a
member of the Upsilon Phi Delta Honorary Society in Healthcare Management, and member of the Delta
Omega Honorary Society in Public Health.
Prior to joining UCLA’s faculty in 1998, he organized, managed, and consulted with multi-specialty
medical groups, IPAs, and Managed Care Organizations. He consulted with, and managed various
projects with private and governmental organizations for over 25 years, including projects with DOE,
SBA, Commerce, Utah Division of Corrections where he also taught courses for inmates, Utah
Economic Development, LA County, and VA Healthcare System Center of Excellence. His consulting
and research projects include translating research into practice, demonstrating the business case for
quality, and social marketing (Veterans Administration), marketing strategies, healthcare delivery,
organizational performance measurements, curriculum design, and teaching effectiveness.
Dr. Hagigi serves as a consultant for the safety-net providers, and has consulted with various health
ministries, academic institutions, and NGOs in Africa, Asia, and Europe. As a teaching consultant he
developed the financial component for building management capacity of NGOs for UCLA’s Management
Development Institute (MDI) at the Anderson School of Management. In Kenya, he taught financial
management to participants from eleven African nations, representing NGOs and government agencies
that deliver HIV-AIDS services. His current project is development of Emergency Medical Systems in
Developing Countries with pilot programs in Nairobi at the invitation of the Kenyan Ministry of Health.
